Tank Cleaning / Vac Truck Entry Notification Form

Authorization does not replace any other regulated permitting requirements, nor does it relieve the operator/vessel/company of their responsibilities and duties to ensure a safe work environment or proper conduct of work.

Permission is granted to carry out Tank Cleaning and Vac Truck Entry SUBJECT TO THE FOLLOWING REQUIREMENTS

  1. Operators of tank cleaning / vac trucks at St. John’s Port Authority facilities, regardless of capacity, must receive prior authorization from Marine Operations.
  2. Authorization is granted to use the tank cleaning / vac truck specified below at the noted location, subject to the following:
    1. Equipment is in a good state of repair and licensed for use; and
    2. Operator of equipment is suitably qualified and holds a current license for the equipment being used;
  3. Work must be performed in strict accordance with the latest edition of all applicable codes, standards, acts and regulations, including but not necessarily limited to, the following:
    1. Canada Labour Code, Part II and Canada Occupational Health and Safety Regulations;
    2. Provincial Occupational Health and Safety Act and Regulations made pursuant to the Act;
    3. Port Authorities Operations Regulations and St. John’s Port Authority Practices and Procedures;
    4. National Safety Code Carriers/Motor Carriers;
    5. Vessel Pollution and Dangerous Chemicals Regulations;
    6. Provincial Regulation 58/03 Storage and Handling of Gasoline and associated Products Regulations 2003;
    7. Overview of the Storage Tank Regulations;
    8. Provincial Regulation 81/01 Vehicles Regulations; and
    9. Transportation of Dangerous Goods.
  4. Vessel Tank Cleaning means the process of cleaning any residue from Bulk Cargo tanks subsequent to the vessel’s tanks having been emptied and prior to the loading of new cargoes. and for greater certainty, Vessel Tank Cleaning does not include the cleaning of bilge, sludge, water, fuel or similar tanks necessary for vessel’s own operation.
    There is no charge for Vac Truck entry or Tank Cleaning in relation to vessels own operation.
